वरुणेन यथ� पाशैर्बद्ध एवाभिदृश्यते �
तथ� पापान्निगृह्णीयाद् व्रतमेतद� हि वारुणम� � ३०� �

varuṇena yathā pāśairbaddha evābhidṛśyate |
tathā pāpānnigṛhṇīyād vratametad hi vāruṇam || 308 ||

As one is always found bound up with ropes by ղṇa, even so shall the king punish the wicked; this is the function of ղṇa.�(308)

 

Medhātithi’s commentary (manubhāṣya):

Without distinction, all offenders should be punished, and not allowed to escape.�(308)
