Sanskrit text, Unicode transliteration, Word-for-word and English translation of Sūtra 2.1.34:
वैषम्यनैघृण्ये� � सापेक्षत्वात� तथ� हि दर्शयत�
ṣaⲹԲṛṇԲ na ṣaٱ tathā hi 岹śⲹپ
ṣaⲹ � partiality; ԲṛṇԲ � cruelty; na � not; ṣaٱ � because of having regard for karma; tathā � so; hi � because; 岹śⲹپ � the scriptures declare.
“Partiality and cruelty do not [exist in the Lord; the pleasure and pain experienced by beings is] in regard to their karma, and so the scriptures declare.� (34)

Baladeva Vidyābhūṣaṇa’s commentary (Govinda-bhāṣya)
No fault of partiality or cruelty exists in Brahman the creator. The different conditions into which creatures are born and the pleasures and pains they suffer depend entirely on their own karma. The Lord creates the environment in which the creatures are placed with the strictest regard to their karma. The proof of this is in the scripture itself.
In the ṣītī 貹Ծṣa [3.8] we find the following:
अज्ञ� जन्तुर� अनीशो ऽयम्
आत्मनः सु�-दुःखयो�
ईश्व�-प्रेरितो गच्छेत�
स्वर्ग� वाश्व् अभ्रम् एव �ajño jantur anīśo 'yam
ātmana� sukha-duḥkhayo�
īśvara-prerito gacchet
svarga� vāśv abhram eva ca“He makes one who He wishes to lead up from these worlds do good deeds, and He makes one who He wishes to lead down from these worlds do bad deeds, according to the tendencies generated by their past karma. By the will of the Supreme he can go to heaven or hell, as a cloud is driven by the air. The living entity is completely dependent in his distress and happiness.�
The Lord is the operative cause of the enjoyment or suffering of the ī. They get promotion to the heavenly planets through the will of the Lord, and similarly they are degraded into hellish condition of life through the will of the Lord. But His will is always in regard to the karma of the ī.
