The other dhvanis also occur in a word.
dvy-uttha� vinānye’rthāntara-saṅkramita-vācyādyā� saptadaśadhvanaya� pade vākye ca syu�. vyañjakatve padasya prādhānyāt tan-mūlako dhvani-vyapadeśa�.
Except dvi-śپ-ū dhvani, the seventeen other dhvanis occur either in a word or in a sentence. A dhvani is called pada-gata (based on a word) because the word is the main thing, when the word is suggestive.
