Sanskrit text, Unicode transliteration and English translation of verse 3.14.166:

आश्रयः समवायी  निमित्तं लिङ्गसंख्ययो
कर्तृस्थभावक शेतिरत भाष् उदाहृत  १६

āśraya samavāyī ca nimitta liṅgasaṃkhyayo |
첹ṛsٳ󲹲屹첹 śetirato bhāṣya udāhṛta || 166 ||

166. The substratum, in which action inheres determines the gender and number. Therefore the ṣy has declared that the root śī is 첹ṛsٳ󲹲屹첹 = ‘the result of whose action is found in the agent.

Commentary

[If the meaning of the suffix (tarap) is taken to be action, then, as both agent and object ( and karma) are the substrata of an action the word śܰٲ should take the dual suffix. Though normally intransitive, the root śī becomes transitive (sakarmaka) when united with a preposition and so it has an object too, not merely an agent. But this is not the right view. The root śī is really intransitive here because transitive verbs are either 첹ٳ󲹲屹첹 like pac or karmasthakriya like bhid but śī is karṭrsthabhāvaka. The meaning of śī here is to surpass and it inheres in the agent which is its substratum which is only one. So there will be only the singular number. It does not inhere in the object.]
