墨艣a岣� sarvasya jagato br膩hma峁噊 vedap膩raga岣� || 245 ||痴补谤耻峁嘺 i s the lord of punishment, as he holds the sceptre over the King; while the 叠谤腻丑尘补峁嘺, well versed in the Veda, is the lord of the whole world.鈥�(245)
Medh膩tithi鈥檚 commentary (manubh膩峁a):
This is a hortatory supplement to the foregoing injunction of the disposal of the fine.
痴补谤耻峁嘺 is the lord of the fine imposed upon the worst offenders; since 鈥�he holds the sceptre over鈥欌�攊s the leader, lord of,鈥擪ings; similarly the 叠谤腻丑尘补峁嘺 is the lord of their property. Consequently such property shall not be appropriated by the king.鈥�(245)
