Bandhayitavya (बन्धयितव्य) refers to “fixing (blue banners)� (suitable for an offering ceremony), according to the ղٳṇḍⲹ첹貹Ჹ, an ancient Buddhist ritual manual on agriculture from the 5th-century (or earlier), containing various instructions for the Sangha to provide agriculture-related services to laypeople including rain-making, weather control and crop protection.—Accordingly [as the Bhagavān taught the detailed offering-manual], “[...] A pill should be mounted on the top of a flagpole at the residence lake. Blue banners should be fixed (bandhayitavya). Furthermore, [pills at the] top of a flagpole should be placed at the top of the lake. At the time of lightning the Nāgas are unable to hurl thunderbolts. The Nāgas see that as if golden-coloured. The Nāgas stand frightened by all fears and it rains as long as it is wished�.
